April 27, 2010, the former Central University of Nationalities of teachers beam waves, on suspicion of using a cult organization to undermine implementation of law, by the Beijing Municipal Procuratorate arrest, is detained at the Beijing Public Security Bureau Detention Centre. In custody, serious violations of Beijing Public Security Bureau officers Remote Sensing Data, "The People's Republic of China People's Police Law" Article 22, paragraph 4,7: "Police can not torture or corporal punishment, torture prisoners; not assault or inciting others to fight "and the provisions of the beam wave detainees were beaten and insulted a savage.Informants believe that the behavior of Remote Sensing Data beam wave not only a serious violation of human dignity and security of person, but also a serious violation of the law, undermine national law enforcement, Police, and tarnished the image of government, punishable by law.

　　　　　2010年4月27日，原中央民族大学教师梁波，因涉嫌利用邪教组织破坏法律实施罪，被北京市检察院批捕，现关押在北京市公安局看守所。在被关押期间，北京市公安局警员董永平严重违反《中华人民共和国人民警察法》第22条第4、7款：“人民警察不得刑讯逼供或者体罚、虐待人犯；不得殴打他人或者唆使他人打人”之规定，对被关押人梁波进行了野蛮的殴打与侮辱。举报人认为，董永平的行为不仅严重侵犯了梁波的人格尊严和人身保障权，同时也严重践踏了法律，破坏了国家法律的实施，败坏了人民警察和人民政府的形象，依法应予惩处。
　　　　　《中华人民共和国人民警察法》第48条规定：人民警察有本法第22条所列行为之一的，应当给予行政处分；构成犯罪的，依法追究刑事责任。行政处分分为：警告至开除。《中华人民共和国宪法》第33条规定：国家尊重和保障人权；第38条规定：中华人民共和国公民的人格尊严不受侵犯；第４１条规定：中华人民共和国公民对于任何国家工作人员的违法行为，有向有关国家机关提出控告或者检举的权利；对于公民的控告或者检举，有关国家机关必须查清事实，负责处理。
　　现依据以上事实和法律规定，特此举报。
